Improving Pick and Carry Crane Safety
A National Focus on Safety
Sadly, Pick and Carry crane safety has been the subject of several investigations and a coronial inquiry. In response to a coronial recommendation, CICA received a grant from the Federal Government through the NHVR Heavy Vehicle Safety Initiative to address these issues.
Why It Matters
Articulated or “Pick and Carry” cranes are widely used across Australia for a broad range of tasks. Their high utilisation significantly increases the exposure and risk to personnel on site.
- Training Gaps: Many experienced operators have never been formally trained or assessed.
- A ‘rigid’ truck license won’t prepare you for the unique characteristics of this type of crane.
- Articulated mobile cranes handle and operate differently to other cranes.
The coronial review identified a critical safety concern:
Driver training for heavy vehicles (e.g. prime movers and trailers) conflicts with safe practices for articulated steering cranes.
Additionally, under the current high-risk work licence framework, slewing crane licence holders can operate pick-and-carry cranes without specific training—a serious gap in safety regulation.
To address this, CICA has developed a new training and assessment program for articulated crane operators.

Part 1: Online Adaptive Learning
Tailored to the operator’s experience level
Experienced operators: Accelerated training and assessment. Inexperienced operators: Comprehensive and detailed learning.
Flexible Format
Can be completed individually during downtime.
Adaptive Model
Recognises existing industry knowledge while supporting those who need more training.
Part 2: Practical Assessment
Operators complete a hands-on assessment after finishing the online component.

Guides assessors step-by-step on evaluating competency and filming requirements
Assessors must:
Have completed the online adaptive learning course. Meet local State requirements to drive mobile articulated cranes on-road.
