Telematics is a method of monitoring vehicles by using GPS technology and on-board diagnostics to plot the vehicle’s movements.
They provide participating cranes with access — or improved access — to the road network in exchange for monitoring and compliance with access conditions via programs know as Intelligent Access Programs.
Intelligent Access Programs
An intelligent access program is a program allowing heavy vehicles to have access, or improved access, to the road network in return for monitoring by an approved intelligent transport system, of their compliance with stated access conditions.
There are two different approved Intelligent Transport Systems within the telematics framework that help to monitor cranes.
Telematics Monitoring Application (TMA)
Telematics Monitoring Application (TMA) provides a flexible, cost effective approach to telematics. Data generated through TMA can be used for regulatory purposes but, unlike the IAP, does not generate Non Compliance Reports, and the data does not have an evidentiary standing.
Intelligent Access Program (IAP)
The IAP is a high assurance telematics application which is used by regulators for compliance management purposes. Data generated through the IAP is recognised through the Heavy Vehicle National Law (HVNL ), and is of evidentiary standing for use in direct enforcement activities.
